Jamie Lipsey serves as an Expert Consultant and provides legal support to the Gulf Coast Ecosystem Restoration Council (Council). Created by the RESTORE Act of 2012 and comprised of the Governors of the five Gulf Coast States and Cabinet-level officials from six federal agencies, the RESTORE Council is responsible for restoring and protecting the natural resources, ecosystems, fisheries, marine and wildlife habitats, beaches, coastal wetlands, and economy of the Gulf Coast. She supports the Council’s General Counsel in reviewing legal matters and also provides legal and programmatic support to the Council’s Grants and Programs Offices.

Lipsey has worked as a federal grants attorney for over 10 years. She served as an Attorney Advisor and Deputy Chief Counsel at the Economic Development Administration (EDA), which provides federal assistance to help U.S. regions develop and implement sustainable economic development plans. She also served as a Senior Policy Advisor under the State Small Business Credit Initiative (SSBCI), helping the U.S. Department of the Treasury stand-up a new program designed to increase the availability of credit for small businesses. As an Attorney Advisor within the Federal Assistance Law Division (FALD) at the U.S. Department of Commerce, she had the opportunity to provide counsel to a variety of clients, including the National Oceanic and Atmospheric Administration (NOAA), National Technology and Information Administration (NTIA), and International Trade Administration (ITA). She enjoys helping her clients develop flexible solutions to help meet programmatic goals and improve the efficiency of federal Assistance.

Lipsey holds a B.A. from Auburn University and a J.D. and M.S. in Community and Regional Planning from the University of Texas at Austin. She is a member of the Bar in Texas.
