Enterprise Risk Management


Steve Sigler serves as the Enterprise Risk Management Analyst for the Gulf Coast Ecosystem Restoration Council (Council). Created by the RESTORE Act of 2012 and comprised of the Governors of the five Gulf Coast States and Cabinet-level officials from six federal agencies, the Council is responsible for restoring and protecting the natural resources, ecosystems, fisheries, marine and wildlife habitats, beaches, coastal wetlands, and economy of the Gulf Coast.  

Prior to this position, Sigler served as the Area Director for the U.S. Department of Agriculture (USDA) Rural Development in Southwest Alabama. In this position, he managed and serviced a very broad-based portfolio with assets in the hundreds of millions. Sigler has extensive experience in outreach, underwriting, processing and servicing guaranteed, direct, and revolving loans, loan and grant combinations, and grant only awards. Funding was for regional/local non-profits, counties, cities, towns, small businesses, water associations, commercial lenders, electric co-ops, apartment complexes, individual home owners, and agricultural producers. Some examples of his funding portfolio consisted of hospitals, nursing homes, assisted living facilities, libraries, first responder buildings, vehicles and equipment, water and wastewater systems, groceries, manufacturers, restaurants, hotels, city hall, roads, storm drainage, solar panels, LED lighting, and new home construction, purchases, and repairs for individuals. Sigler was the President of the Alabama Association of Credit Specialists from 2010-2018. He also served several years on the Legislative Committee, Multi-Family Housing Committee, and the Community Facilities and Business and Industry Committee for the National Association of Credit Specialists - Rural Development. Sigler has also served as an Area Specialist in the Anniston, Alabama area office, and Wyoming and Pennsylvania State Office’s.

Before joining USDA Rural Development, Sigler served as a Loan Officer with the Small Business Administration in the Fort Worth, Texas Disaster Center processing loans for Hurricane Katrina and other disaster victims.

Sigler holds a Bachelor’s degree from The Ohio State University and a Master’s of Business Administration from Ashland University.
